Both Heineman and Hagel are Republicans, but Hagel has fallen out of favor with many Nebraska Republicans, first when he opposed Republican President George W. Bush on the Iraq surge and later when he campaigned in favor of Democrat Bob Kerrey in his failed US Senate race against Republican Deb Fischer.

Heineman, though, stopped short of endorsing Hagel, a fellow Republican. Heineman says that Hagel turned off many Nebraska Republicans when he opposed the surge in Iraq under Republican President George W. Bush and then when he endorsed Democrat Bob Kerrey in his US Senate race against Republican Deb Fischer.
